Observing Advocacy Disaster Risk Reduction and How lawyer support in Province Leyte, Tacloban Philippine
Leyte,_Disaster Risk Reduction or DRR is
program to disaster preparedness and response, training children to conduct
hazard mapping of communities, facilitating contingency planning, providing for
disaster simulations in schools and villages, and ensuring the inclusion of
disaster preparedness and risk reduction in school curricula and educational
awareness campaigns
Many stakeholders work in this
area. Example; NGO (Non Government Organisation) and Government. In Province of Leyte, Tacloban, Filipina, I meet
Save the Children, SALIGAN, DILG, LEFADO MPC, PSWDO, PPDO, CPAG, EVNET, RDI, and
ECLIPSE. They work to strengthening child rights system in Rehabilitation/
Disaster risk Reduction in not only National Government but also in Local
Government. They conduct training for local government office and any stake
holder. They hope they can make close collaboration with local government and
other key stake holder to strengthening the capacity of the national disaster
management system. They improve the emergency preparedness of the education
sector, enabling mitigation actions and enhancing responses. They also provide
guidance on risk assessment and hazard mapping, disaster teaching and learning
of school emergency preparedness plans and structural mitigation.
In Philippines, I Interested
about how lawyer can take a part in DRR. Any law issues in DRR? If you lawyer
what can you do in DRR? I get the answer in Philippina. I met Saligan Lawyer
who is conducting the training about strengthening child rights in Disaster
Risk Reduction System. Lawyers help the stake holder to understanding about the
law about, child rights and how engage the government.
They give modules which have contained:

Many successful story because the
stake holder can engage with government in DRR. In this training, The NGO people try to
understand what difficulties who felt by Local government agency. After that
they share about solution. I believe in the future if NGO has program, it will
be smooth to implemented. And finally, the people will get benefit more because
everyone include NGO and Government work together with positive perception. It is condition in Philippina, So
how in my country, INDONESIA?
