Observing Housing Program for Urban
Poor in Naga City, Philippines
Don’t worry if you are poor, if
you live in Naga. Governments take care of you. The urban poor program is
priority. As urban poor, your voices are very strong. Much non-government
organization work to support your right. You will be happy always. Especially
in housing program.
Naga city is one of the small
city in Bicol Region, Philippines. Naga city is the one of the best implemented
housing program in Philippines. They call the program is Naga City Urban Poor/
Kantabay sa Kauswagan Ordinance. They have Republic Act 7297 (UDHA) as legal
base.
In this program urban poor can
ask to the government to provide housing for them. The local government units
in coordination with the National Housing Authority, The Housing and Land Use
Regulatory Board, The National Mapping Resource Information Authority, and The
Land Management Bureau shall identify land for socialized housing and
resettlement areas for the immediate and future need of the underprivileged and
homeless in the Naga. People and government will work together to choose the
right design. And NGO which has focus in housing program will help too. They work together to provide decent housing
at affordable cost, basic services, and employment opportunities. They call
this system as tripartite system
But don’t think is free. As beneficiary
Urban poor must pay. The government and urban poor will make agreement about
how much the most reasonable price and appropriate financing scheme. And they
don’t have to pay Deposit in Paid (DP).
So, how about requirement? No one
can accept as beneficiary without fulfill requirement is:
1. Live
in Naga at least 3 years later before apply this program
2. Registered
as voters in Naga at least in the last election
3. The
salary maximum Php 15.000 or Rp. 4.500.000 (husband and wife)
4. Land
less, not own real property, in the other area outside Naga, urban or rural
areas
If urban poor have problem with
land owner/private, they can apply as beneficiary in this program. They are
priority. The land owner is prohibited by government to take the land until the
relocation finish. The interesting is in Naga government very support the urban
poor to against big company/private/land owner. They provide lawyer to help
urban poor. I also see this happen in Legizpi, city beside Naga.
As beneficiary, urban poor must
register in NCUPFI. NCUPFI is coalition divided public officer, NGO, Business,
and Community. Don’t worry about this member because urban poor have the
significant number in this body. The coalition has duty to recognize who one
urban poor which deserved this program.
The beneficiaries have duty to
stay and protect the house with their family. The other people are not allowed
to stay or buy this house. The house can’t be sold, alienated, conveyed,
encumbered or leased by any people without government agency concerned. Usually
the beneficiaries can sell their house after 10 years. They will get title certificate
too after complete fulfillment. And the last, beneficiaries must pay instalment
to the Treasure office. The fund will be used again by government to the other
house.
Naga city have motto smile city.
People live Naga with smile. I believe also. Because as urban poor, you will
happy live in Naga city.
